新华社巴黎7月18日电（记者罗毓邬惠我）联合国教科文组织15日至17日在巴黎举办2026年“科学促进可持续发展国际十年”全球会议。中方机构参与主办的两场主题边会在会议期间举行。与会代表围绕开放知识共享、数字技术应用等展开讨论。会上还发布行动文件、签署合作协议，为落实联合国可持续发展目标贡献中国智慧和方案。
Xinhua News Agency,Paris,July 18(Reporters:Luo Yu,Wu Huiwo)—UNESCO hosted the 2026 Global Conference for the International Decade of Sciences for Sustainable Development in Paris from July 15 to 17.Two thematic side meetings co-sponsored by Chinese institutions were convened throughout the conference.Participants held in-depth discussions covering open knowledge sharing and the application of digital technologies.Action documents were issued and cooperation agreements signed on-site,pooling Chinese wisdom and solutions to advance the delivery of the United Nations Sustainable Development Goals(SDGs).
“共建全球开放科学基础设施共享网络：‘科学十年’的开放知识与数据”主题研讨会于16日举行。中国科学院院士、中国科学技术协会联合国咨商开放科学与全球伙伴专委会主席杨卫等中外专家围绕全球开放科学知识共享技术路径、开放科学基础设施联盟建设及多元场景应用作报告。会议还发布《知识共享与传播巴黎行动建议》，提出推动资源互通、标准协同、能力建设和分阶段监测评估，并关注全球南方国家的发展需求。
The thematic seminar Building a Global Open Science Infrastructure Sharing Network:Open Knowledge and Data for the Science Decade opened on July 16.Distinguished Chinese and foreign experts including Yang Wei,Member of the Chinese Academy of Sciences and Chair of the UN Advisory Committee on Open Science and Global Partnerships under the China Association for Science and Technology(CAST),presented reports concerning technical routes to global open science knowledge sharing,the establishment of an open science infrastructure alliance as well as its applications in diversified scenarios.The seminar also unveiled the Paris Action Recommendations on Knowledge Sharing and Dissemination,which calls for unimpeded resource exchange,aligned standards,capacity development and phased monitoring and evaluation,with targeted consideration given to the developmental demands of Global South nations.
联合国教科文组织东亚地区办事处自然科学部门项目官员和负责人杉浦爱说，目前东亚开放科学基础设施虽已取得进展，但仍存在平台割裂、标准不统一和跨境共享困难。期待通过中方推动的开放科学计划和国际联盟，促进全球科研基础设施互联互通和包容共享。
Aiko Sugiura,Programme Officer and Head of the Natural Science Unit at the UNESCO Regional Office for East Asia,pointed out that despite tangible progress achieved in East Asia’s open science infrastructure construction,prominent bottlenecks persist:fragmented platforms,non-harmonized standards and barriers to cross-border data sharing.She voiced anticipation that open science programmes and international alliances spearheaded by China could facilitate interconnected,inclusive and shared global scientific research infrastructure.
另一场“数字技术驱动全球可持续发展”专题会议于17日举行，由设在中国的可持续发展大数据国际研究中心和联合国教科文组织等共同主办。会议重点讨论利用大数据、人工智能和对地观测技术，加强生物多样性保护、粮食与能源安全、气候行动和防灾减灾等领域的监测评估，并推动制定国际数据标准、提供公共数据产品和完善数据治理。会上，可持续发展大数据国际研究中心与联合国教科文组织签署了“数字可持续发展国际科学计划”（DSP）合作协议。
A second special session themed Digital Technology-Driven Global Sustainable Development was held on July 17,jointly hosted by the International Research Center of Big Data for Sustainable Development Goals(CBAS)headquartered in China and UNESCO.The session centered on harnessing big data,artificial intelligence and Earth observation technologies to bolster monitoring and assessment work across biodiversity conservation,food&energy security,climate action,disaster prevention and reduction.Meanwhile,participants discussed moves to formulate unified international data benchmarks,roll out public data products and refine the global data governance system.At the session,CBAS and UNESCO formalized a cooperation agreement for the Digital Sustainability International Science Programme(DSP).
“展望未来，中国科学技术协会将鼓励可持续发展大数据国际研究中心与国际数字地球学会进一步深化协同配合，充分发挥各自优势，推动DSP为联合国教科文组织相关成员国提供高质量的公共服务产品，助力各国特别是全球南方国家的可持续发展进程。”中国科协代表团团长罗晖在会上说。
“Moving forward,CAST will support CBAS and the International Society for Digital Earth to scale up coordinated collaboration,capitalize on their respective comparative advantages,and enable the DSP to supply premium public service products for all UNESCO member states.This will galvanize sustainable development endeavours worldwide,particularly within Global South countries,”remarked Luo Hui,head of the CAST delegation during the conference.
