On April 18,2026,at the Hainan Cross-border E-commerce Development Conference and Free Trade Port Policy Interpretation Series of Events,ZhongQing BaoShang Group formally signed a strategic cooperation agreement with the China Association of Trade in Services(CATIS).The two parties will establish a comprehensive strategic partnership,focusing on in-depth cooperation in the global export of talents,technical labor services,and international market expansion in the field of proton medical treatment.They will jointly promote the“going global”of China’s high-end medical service trade and help elevate cooperation in the life and health industry under the Belt and Road Initiative to a new stage.

一、战略签约：搭建“行业平台+产业资本”融合新模式

在大会签约仪式环节，中国服务贸易协会秘书长助理兼会员部部长杨小刚与中青宝上集团投资总监肖陶代表双方签署战略合作协议。协议明确，双方将遵循“平等互利、优势互补、长期合作、共创价值”的原则，通过“行业平台+产业资本”融合模式，在跨境电商生态体系建设、企业出海综合服务、战略性新兴产业投资、行业标准制定及产业园区运营等领域开展全方位合作。
During the signing ceremony of the conference,Mr.Yang Xiaogang,Assistant to the Secretary-General and Director of the Membership Department of CATIS,and Mr.Xiao Tao,Investment Director of ZhongQing BaoShang Group,signed the strategic cooperation agreement on behalf of the two parties.The agreement specifies that the two sides will follow the principles of“equality and mutual benefit,complementary advantages,long-term cooperation,and value co-creation”.Through the integrated model of“industry platform+industrial capital”,they will conduct all-round cooperation in areas including the development of a cross-border e-commerce ecosystem,comprehensive services for enterprises going global,investment in strategic emerging industries,formulation of industry standards,and operation of industrial parks.

1、人才输出与培训体系建设：联合国内顶尖医疗机构与职业院校，建立质子医疗领域国际认证培训体系，向“一带一路”沿线国家及新兴市场输出质子治疗中心运营管理人才、医学物理师、放射治疗师等高端技术劳务人才。
Talent Export and Training System Development：Jointly with top domestic medical institutions and vocational colleges,the two sides will establish an internationally certified training system for the proton medical field,and export high-end technical and skilled personnel such as operation and management staff,medical physicists,and radiation therapists for proton therapy centers to countries along the Belt and Road and emerging markets.
2、劳务输出与技术标准输出：依托中青宝上集团的海外项目布局，推动中国质子医疗工程建设标准、设备维护标准及临床操作规范“走出去”，带动工程技术服务团队成建制出海。
Labor Export and Technical Standards Export:Relying on ZhongQing BaoShang Group’s overseas project layout,the two sides will promote the“going global”of China’s proton medical engineering construction standards,equipment maintenance standards,and clinical operation protocols,facilitating the systematic overseas deployment of engineering and technical service teams.

International Market Expansion and Brand Building:Leveraging CATIS’s international exchange channels,the two sides will jointly participate in international bidding for proton medical projects,entrusted operation of overseas treatment centers,and promotion of cross-border medical tourism services,building an international brand for China’s high-end medical services.
双方一致认为，质子治疗作为全球肿瘤精准放疗的前沿技术，正处于快速普及期，而中国在该领域已形成从装备研发到临床应用的完整产业链，具备大规模“走出去”的综合竞争力。此次战略合作的达成，将有效整合行业平台与产业资本的双重优势，加速中国质子医疗服务的全球化布局。

二、融入自贸港平台，构建服务贸易开放新高地
II.Integrating into the Free Trade Port Platform to Build a New Highland for Open Trade in Services
此次签约选择在海南跨境电商发展大会期间落地，亦凸显双方对海南自贸港封关运作后服务贸易新机遇的高度重视。大会期间，中国服务贸易协会同步发布了《迈向高水平开放：封关运作·服务贸易·供应链重构》新书，并启动商务部国际贸易经济合作研究院、国家市场监督管理总局发展研究中心相关课题，全面解读海南自贸港在零关税、低税率及跨境资金流动便利化方面的政策红利。
The signing of the agreement during the Hainan Cross-border E-commerce Development Conference and Free Trade Port Policy Interpretation Series of Events also highlights the great importance the two parties attach to new opportunities in service trade brought by the customs closure operation of the Hainan Free Trade Port.During the conference,CATIS released a new book Toward High-level Opening-up:Customs Closure·Trade in Services·Supply Chain Restructuring,and launched research projects in conjunction with the Chinese Academy of International Trade and Economic Cooperation under the Ministry of Commerce and the Development Research Center of the State Administration for Market Regulation,fully interpreting the policy dividends of the Hainan Free Trade Port in zero tariffs,low tax rates,and facilitation of cross-border capital flows.
