A Strategic Choice for High-Quality Economic Development.President Xi Jinping has emphasized that foreign businesses investing in China have played an important role in supporting economic growth and employment, as well as promoting technological and managerial progress. FIEs account for one-third of China’s total imports and exports, one-quarter of its industrial value-added, and one-seventh of its tax revenue, while creating over 30 million jobs.

2013年以来，我国已连续8次修订外资准入负面清单，针对外国投资者的限制措施由最初的190条压减至全国版29条、自贸试验区版27条，制造业限制性措施在全国范围内实现“清零”。当前，我国正在推进高水平对外开放，稳步扩大规则、规制、管理、标准等制度型开放，加大力度吸引和利用外资，有利于主动对接国际高标准经贸规则，有序扩大自主开放，塑造更高水平开放型经济新优势。

我国完备高效的产业链供应链体系为跨国公司来华发展提供了坚实基础。外资企业深度参与塑造我国的产业体系，覆盖20个行业门类、115个行业大类；在制造业领域，31个大类、548个小类都有外资企业。
We will work to maintain and strengthen the industrial and supply chains to lay a solid foundation for attracting investment. China's complete and efficient industrial and supply chains provide a solid foundation for the development of multinational companies in China. 但要看到，我国产业体系整体大而不强、全而不精，必须充分发挥跨国公司全球配置资源的独特优势，聚焦现代化产业体系建设的重点领域和薄弱环节，更好地利用外资实现短板产业补链、优势产业延链、传统产业升链、新兴产业建链，持续提升产业链供应链韧性和安全水平。
