力尽不知热，但惜夏日长。2025年7月1日，中央财经委员会第六次会议在北京召开。中共中央总书记、国家主席、中央军委主席、中央财经委员会主任习近平发表重要讲话强调，建设全国统一大市场是构建新发展格局、推动高质量发展的需要，要认真落实党中央部署，加强协调配合，形成推进合力。推进中国式现代化必须推动海洋经济高质量发展，走出一条具有中国特色的向海图强之路。
“Though exhausted by toil, they are numb to the heat and only cherish the lingering summer days.”On 1 July 2025, the sixth meeting of the Central Commission for Financial and Economic Affairs (CCFEA) was convened in Beijing. Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, President of the People’s Republic of China, Chairman of the Central Military Commission and Director of the CCFEA, delivered an important address. He stressed that building a unified national market is a fundamental underpinning and inherent requirement for fostering a new development paradigm and promoting high-quality development. All departments must faithfully implement the decisions of the CPC Central Committee, strengthen coordination and synergy, and form a concerted driving force. Advancing Chinese-style modernization requires high-quality development of the marine economy and blazing a uniquely Chinese path toward building a strong maritime nation.
全国统一大市场：发展新格局，畅通内循环
Unified National Market: A New Development Paradigm for Unimpeded Domestic Circulation
2022年3月25日，中共中央、国务院发布《关于加快建设全国统一大市场的意见》，提出建设全国统一大市场是构建新发展格局的基础支撑和内在要求。
On 25 March 2022, the Central Committee of the Communist Party of China (CPC) and the State Council jointly released the Guidelines on Accelerating the Establishment of a Unified National Market. The document makes clear that establishing such a market is the fundamental underpinning and inherent requirement for fostering a new development paradigm.
以习近平新时代中国特色社会主义思想为指导，全面贯彻党的十九大和十九届历次全会精神，弘扬伟大建党精神，坚持稳中求进工作总基调，完整、准确、全面贯彻新发展理念，加快构建新发展格局，全面深化改革开放，坚持创新驱动发展，推动高质量发展，坚持以供给侧结构性改革为主线，以满足人民日益增长的美好生活需要为根本目的，统筹发展和安全，充分发挥法治的引领、规范、保障作用，加快建立全国统一的市场制度规则，打破地方保护和市场分割，打通制约经济循环的关键堵点，促进商品要素资源在更大范围内畅通流动，加快建设高效规范、公平竞争、充分开放的全国统一大市场，全面推动我国市场由大到强转变，为建设高标准市场体系、构建高水平社会主义市场经济体制提供坚强支撑。
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will thoroughly implement the guiding principles of the 19th National Congress of the Communist Party of China (CPC) and all subsequent plenary sessions of the 19th CPC Central Committee, carry forward the great founding spirit of the CPC, and follow the general principle of pursuing progress while ensuring stability. We will fully, faithfully and comprehensively apply the new development philosophy, accelerate the establishment of a new development paradigm, comprehensively deepen reform and opening-up, and pursue innovation-driven development to promote high-quality growth. With supply-side structural reform as the main task, we will take meeting the people’s ever-growing needs for a better life as our fundamental goal, balance development and security imperatives, and give full play to the guiding, regulating and safeguarding role of the rule of law. We will speed up the establishment of unified national market institutions and rules, dismantle local protection and market segmentation, remove the key bottlenecks that impede economic circulation, and facilitate the smooth flow of commodities and factors of production on a broader scale. By accelerating the building of an efficient, standardized, fair and fully open unified national market, we will comprehensively transform China’s market from being merely large to being genuinely strong, thus providing solid support for developing a high-standard market system and establishing a high-level socialist market economy.
“五统一、一开放”是全面纵深推进全国统一大市场建设的基本要求。即统一市场基础制度、统一市场基础设施、统一政府行为尺度、统一市场监管执法、统一要素资源市场，持续扩大对内对外开放。
The “Five Unifications and One Opening-Up” is the fundamental requirement for fully advancing the construction of a unified national market in depth. Specifically, it means unifying the basic market institutions, unifying market infrastructure, unifying the yardstick for government conduct, unifying market supervision and law enforcement, unifying the factor-and-resource market, and continuously expanding both domestic and international opening-up.
畅通国内大循环必须要打通制约经济循环的一些卡点堵点，充分发挥市场在资源配置中的决定性作用，更好发挥政府作用。
To keep the domestic circulation unimpeded, it is essential to clear the bottlenecks and choke-points that constrain the economic flow, give full play to the decisive role of the market in allocating resources, and enable the government to perform its functions more effectively.
纵深推进全国统一大市场建设，要聚焦重点难点，依法依规治理企业低价无序竞争，引导企业提升产品品质，推动落后产能有序退出；规范政府采购和招标投标，加强对中标结果的公平性审查；规范地方招商引资，加强招商引资信息披露；着力推动内外贸一体化发展，畅通出口转内销路径，培育一批内外贸优质企业；持续开展规范涉企执法专项行动，健全有利于市场统一的财税体制、统计核算制度和信用体系；引导干部树立和践行正确政绩观，完善高质量发展考核体系和干部政绩考核评价体系。
To deepen the building of a unified national market, priority must be given to tackling key and tough challenges. In strict accordance with the law, we will curb enterprises’ low-price and disorderly competition, steer them toward higher product quality, and press ahead with the phased withdrawal of backward production capacity. Government procurement and tendering will be standardized, and post-bid fairness reviews will be strengthened. Local investment-promotion activities will be regulated, and information on such activities will be made more transparent. We will advance the integration of domestic and foreign trade, smooth the channels for export-to-domestic sales, and foster a cohort of high-quality enterprises that excel in both markets. Special campaigns to standardize business-related law enforcement will be carried out on an ongoing basis, while fiscal, taxation and statistical systems—as well as a unified credit framework—will be improved to support market integration. Officials will be guided to adopt and act on a correct view of political performance, and both the high-quality-development assessment system and the cadre-performance evaluation system will be refined.
中国14亿人口，形成了一个规模超大可以自我循环发展的大市场，每年投资与消费均在50万亿元左右。这样庞大的市场规模和消费潜力，既是经济持续发展的强劲动力，也是中国经济的韧性所在和潜力在优势，任何经济体难以比拟。
With a population of 1.4 billion, China has fostered a mega-market capable of self-sustained circulation and growth, where annual investment and consumption each hover around RMB 50 trillion. This vast market scale and consumption potential not only provide strong momentum for sustained economic development, but also constitute the wellspring of resilience, potential and competitive edge of the Chinese economy—features that no other economy can match.
向海图强：推动海洋经济高质量发展
Building China into a Strong Maritime Nation: Advancing High-Quality Development of the Marine Economy
2018年4月12日，习近平在海南考察时指出我国是一个海洋大国，海域面积十分辽阔。一定要向海洋进军，加快建设海洋强国。
On April 12, 2018, when inspecting Hainan, Xi Jinping pointed out that China is a major maritime country with extremely vast sea areas. We must march towards the ocean and accelerate the building of a maritime power.
习近平总书记在本次会上明确指出：推动海洋经济高质量发展，要更加注重创新驱动，更加注重高效协同，更加注重产业更新，更加注重人海和谐，更加注重合作共赢。
General Secretary Xi Jinping clearly stated at this meeting: To promote the high-quality development of the marine economy, we should pay more attention to innovation-driven development, more attention to efficient coordination, more attention to industrial upgrading, more attention to harmony between humans and the ocean, and more attention to win-win cooperation.
推动海洋经济高质量发展，要加强顶层设计，加大政策支持力度，鼓励引导社会资本积极参与发展海洋经济。要提高海洋科技自主创新能力，强化海洋战略科技力量，培育发展海洋科技领军企业和专精特新中小企业。
To promote the high-quality development of the marine economy, we need to strengthen top-level design, increase policy support, and encourage and guide social capital to actively participate in the development of the marine economy. We should enhance the independent innovation capability of marine science and technology, strengthen marine strategic scientific and technological forces, and cultivate and develop leading marine science and technology enterprises and specialized, sophisticated, distinctive, and novel small and medium-sized enterprises.
要做强做优做大海洋产业，推动海上风电规范有序建设，发展现代化远洋捕捞，发展海洋生物医药、生物制品，打造海洋特色文化和旅游目的地，推动海运业高质量发展。要加强海湾经济发展规划研究，有序推进沿海港口群优化整合。
To make the marine sector bigger, better and stronger, we will advance well-regulated and orderly development of offshore wind power; modernize pelagic fishing;expand marine biomedicine and bio-products; create distinctive maritime cultural-tourism destinations; and drive high-quality growth of ocean shipping. We will also step up strategic planning for bay-area economies and steadily push forward the optimized consolidation of coastal port clusters.
要加强海洋生态环境保护，接续实施重点海域综合治理，积极推进海域分层立体利用，探索开展海洋碳汇核算。要深度参与全球海洋治理，加强全球海洋科研调查、防灾减灾、蓝色经济合作。
We need to strengthen the protection of the marine ecological environment, continue to implement comprehensive management of key sea areas, actively promote the hierarchical and three-dimensional utilization of sea areas, and explore the development of marine carbon sink accounting. We should deeply participate in global marine governance and strengthen global marine scientific research surveys, disaster prevention and mitigation, and blue economy cooperation.
习近平总书记在十八届中央政治局第八次集体学习时强调: 建设海洋强国是中国特色社会主义事业的重要组成部分。党的十八大作出了建设海洋强国的重大部署。实施这一重大部署，对推动经济持续健康发展，对维护国家主权、安全、发展利益，对实现全面建成小康社会目标、进而实现中华民族伟大复兴都具有重大而深远的意义。要进一步关心海洋、认识海洋、经略海洋，推动我国海洋强国建设不断取得新成就。
General Secretary Xi Jinping emphasized at the eighth collective study session of the Political Bureau of the 18th Central Committee: Building a maritime power is an important part of the cause of socialism with Chinese characteristics. The 18th National Congress of the Communist Party of China made a major deployment to build a maritime power. The implementation of this major deployment is of great and far-reaching significance for promoting sustained and healthy economic development, safeguarding national sovereignty, security, and development interests, and for achieving the goal of building a moderately prosperous society in all respects and then realizing the great rejuvenation of the Chinese nation. We should further care about the ocean, understand the ocean, and manage the ocean, and promote the continuous achievement of new progress in building China into a maritime power.
加快纵深推进全国统一大市场建设、推进海洋经济发展，对中国式现代化有重要现实意义。1992年12月31日开始在欧洲单一市场（也称为欧洲经济共同体（EEC）或欧洲联盟（EU），作为内部市场，为成员国之间的货物、服务、资本和劳动力自由流通，为企业和个人提供了更广阔的市场机会，促进了欧洲经济一体化进入新阶段。自人类“大航海时代”以来的500多年间，海洋强国的崛起见证了世界大国的崛起历程，特别是工业革命，更加助推了大国的海洋经略与扩张。
Accelerating the in-depth advancement of the construction of a unified national market and promoting the development of the marine economy are of important practical significance for Chinese-style modernization. Since December 31, 1992, the European Single Market (also known as the European Economic Community (EEC) or the European Union (EU)), as an internal market, has allowed the free movement of goods, services, capital, and labor among member states, providing broader market opportunities for enterprises and individuals and promoting European economic integration into a new stage. Over more than 500 years since the era of human "great navigation", the rise of maritime powers has witnessed the rise of world powers, and especially the Industrial Revolution has further boosted the marine management and expansion of major powers.
新形势下，我们不仅要推进全国统一大市场建设，也要加快发展海洋经济，建设海洋强国。这是党中央作出的重要部署，也是中国实施大国战略，在中国式现代化征程上的新举措。
Under the new situation, we should not only promote the construction of a unified national market but also accelerate the development of the marine economy and build a maritime power. This is an important deployment made by the Party Central Committee and a new measure for China to implement its major country strategy on the journey of Chinese-style modernization.
