At present, the once - in - a - century global transformation is accelerating. The Chinese - style modernization process has begun comprehensively, and the great rejuvenation of the Chinese nation has entered an irreversible historical process. Blood is thicker than water. As descendants of the dragon, overseas Chinese are inseparably connected and share the same roots and continuity with their motherland.

General Secretary Xi Jinping has noted, "Overseas Chinese compatriots, with their sincere patriotism, strong economic resources, abundant intellectual wealth and extensive business connections, are a vital force for achieving the Chinese Dream." By 2025, about 60 million overseas Chinese are spread across the globe, alongside roughly 30 million family members of overseas Chinese in China, forming a large - scale community network in numerous countries. They remain deeply connected to their homeland despite living abroad and wield significant influence.

They drive China's technological progress in fields like semiconductors, inject vitality into the local economy, boost local economic growth, and promote regional economic development.

Their active participation in cross - border e - commerce has contributed to the digital transformation of China's foreign trade. Some overseas Chinese experts have also played a key role in fostering collaboration between Chinese enterprises and international new energy vehicle research institutions, accelerating technological breakthroughs and industrialization. An increasing number of overseas Chinese scientists are returning to China with advanced technological concepts and capital to start businesses. They are helping China enhance its technological capabilities and modernization in cutting - edge fields such as electronics, artificial intelligence, biotechnology, and aeronautics.

根据《中华人民共和国国家安全法》第三十三条，国家依法采取必要措施，保护海外中国公民（包括华侨）的安全和正当权益，确保国家的海外利益不受威胁和侵害。这一条款明确规定了国家对海外公民（包括华侨）的保护责任。
Article 33 of the National Security Law of the PRC says the state takes steps to protect overseas Chinese citizens (including overseas Chinese) and their rights, and guard national overseas interests from threats and infringements. This defines the state's duty to protect overseas citizens (including overseas Chinese).
我们要在党中央领导下，把广大海外侨胞和归侨侨眷紧密团结起来。在他们向祖国奉献捐赠和回国投资兴业过程中，保护他们的合法权益不受侵害。在国际上为他们提供合法的保护和支持，为他们撑腰。团结并支持保护他们，使他们在中国式现代化推进和中华民族伟大复兴事业中，发挥更大的积极作用，这是党和国家的一项重要工作，也是我国重要的国家战略。
Under the Party Central Committee's leadership, we must unite overseas Chinese and Chinese returned from abroad. We need to protect their legal rights when they donate to the motherland or invest on its soil. Abroad, they should be given lawful protection and support. This unity and backing let them play a bigger role in Chinese - style modernization and the Chinese nation's great rejuvenation. It's an important task for the Party and the state, as well as a key national strategy of ours.
