The annual Two Sessions,held in the inaugural year of the 15th Five-Year Plan(2026–2030)period,have garnered worldwide attention.
3月5日，参加江苏代表团审议；6日，参加农工党、九三学社、医药卫生界、社会福利和社会保障界委员联组会；7日，出席解放军和武警部队代表团全体会议……连日来，习近平总书记同出席全国两会的代表委员深入交流、共商国是，围绕“十五五”时期经济社会发展作出一系列重要论述和重要部署。
On March 5,General Secretary Xi Jinping took part in deliberations with the Jiangsu delegation to the National People’s Congress(NPC).On March 6,he attended a joint group meeting of members from the Chinese Peasants and Workers Democratic Party,the Jiusan Society,and the sectors of medical and health care,social welfare and social security of the Chinese People’s Political Consultative Conference(CPPCC).On March 7,he attended a plenary meeting of the delegation from the People’s Liberation Army and the People’s Armed Police Force.In recent days,General Secretary Xi Jinping has engaged in in-depth exchanges with NPC deputies and CPPCC members attending the Two Sessions,jointly discussing state affairs,and delivered a series of important expositions and made key arrangements on economic and social development for the 15th Five-Year Plan period.

The 15th Five-Year Plan period is a critical phase for laying a solid foundation and making all-out efforts,occupying an important position as a link connecting the past and the future in the process of basically realizing socialist modernization.

Having taken part in deliberations with the Jiangsu delegation for four consecutive years,General Secretary Xi Jinping has consistently focused on the theme of high-quality development when putting forward requirements and making interpretations.From emphasizing that"high-quality development hinges on self-reliance and self-improvement in science and technology,"to calling for"developing new quality productive forces in light of local conditions"and urging"major economic provinces to shoulder greater responsibilities,"and to this time providing new guidance for developing new quality productive forces with four"new"approaches,his thinking has kept pace with the times and been continuously deepened.

The real economy is the"bedrock"of China’s development,and the General Secretary emphasized that"no single aspect or sector can be overlooked."Core technologies are the"lifeblood,"and he demanded that we address the reality that core technologies can never be begged for,bought or taken from others.At this year’s Two Sessions,a series of clear and powerful instructions convey the practical requirements of"resolutely running our own affairs well"and"basing development on our own strength."

“十五五”规划纲要草案中，16个“强国”建设引人注目。与“十四五”规划纲要相比，新增了农业强国、航天强国、能源强国、金融强国、旅游强国等5个“强国”。
The draft outline of the 15th Five-Year Plan includes 16 initiatives for building a strong China in various sectors,a move that has drawn broad attention.Compared with the outline of the 14th Five-Year Plan,five new areas have been added:building a strong agricultural country,a strong aerospace country,a strong energy country,a strong financial country and a strong tourism country.
习近平总书记此次全国两会上的重要讲话，提及科技、体育、健康、农业等现代化建设领域，为新起点上推进强国建设指明方向和路径。
In his important speeches at this year’s Two Sessions,General Secretary Xi Jinping elaborated on the modernization drive in such fields as science and technology,sports,health and agriculture,pointing out the direction and path for advancing the building of a strong country on a new starting point.
关于科技强国——
On Building a Strong Country in Science and Technology

He proposed that"we should do what we can and refrain from what we cannot,"focusing on solving strategic shortages.He stressed that"we must build on and advance the initial technological breakthrough–the so-called'1'"revealing the logic of leapfrogging from technological breakthroughs to industrial transformation.He demanded that"we promote the integrated development of education,science technology,and talents,"consolidating the foundational support for high-level self-reliance and self-improvement in science and technology.The strategy for building a world leading science and technology power"will be further strengthened in the 15th Five-Year Plan period,"and the General Secretary has always placed scientific and technological innovation at the core of the overall national development.
关于农业强国——
On Building a Strong Agricultural Country

Every detail and every task fully proves that in planning economic and social development during the 15th Five-Year Plan period,we must remain true to the original aspiration and mission,uphold the fundamental value of benefiting the people,persist in ensuring and improving people’s wellbeing in the course of pursuing development,and advance common prosperity in a steady manner.
一年之计，先计于始。
A year’s plan starts with the beginning.
