On February 6,2026,the inauguration ceremony for the research team of the key research project of the National Ecological Civilization Pilot Zone,titled"Construction of a Grassroots Credit Ecosystem at the County Level",was grandly held at ZhongQing BaoShang Group.This event marks the official entry of this national-level key research project into the crucial tackling phase.

This research project is an important practice to thoroughly implement the spirit of General Secretary Xi Jinping's important instructions on ecological civilization construction and the reform arrangements of the National Ecological Civilization Pilot Zone.It aims to serve rural revitalization and the development of new-quality productive forces,and explore innovative paths for integrating the credit system with ecological civilization construction at the county level.

他表示，该模式系统回应了当前县域债务链复杂、信任不足、流动性缺失等问题。其中，“一体”指县域内各类信用主体构成的生态整体；“两翼”则是驱动其运转的双重引擎：一翼为专攻“存量化解”的数字化工具，另一翼为专攻“增量激发”的信用增信工具。两翼协同精准打击“存量死结”和“增量顾虑”两大痛点，是驱动“一体”生态重新起飞的根本动力，最终构建起一个债务可控、交易活跃、循环畅通的县域信用新生态。
He noted that this model systematically addresses the current issues at the county level,such as complex debt chains,insufficient trust,and lack of liquidity.Specifically,the"One Body"refers to the overall ecosystem composed of various credit entities within the county.The"Two Wings"serve as the dual engines driving its operation:one wing is the digital tool focusing on"stock resolution",and the other is the credit enhancement tool focusing on"increment stimulation".The coordinated efforts of these two wings precisely tackle the two key pain points of"stagnant stock"and"apprehensions about increment",acting as the fundamental driving force to revitalize the"One Body"ecosystem.Ultimately,this will establish a new county-level credit ecosystem characterized by controllable debt,active transactions,and smooth circulation.

Subsequently,the participating representatives conducted in-depth discussions on the project's implementation plan,government-enterprise coordination mechanism,technical path,and phased goals.All participants agreed that we must firmly adhere to the methodology of"establishing new systems before dismantling the old ones",uphold the purpose of serving the people,and integrate the spirits of"responsibility,commitment,mission,and dedication"into the entire process of the project.
为确保课题成果扎实落地，后续规划将紧扣三大核心有序推进：1、完成《信用价值交易体系白皮书》编制，明确信用标准、交易场所与资产管理机构设立方案；2、在中国信用交易中心框架下搭建科学统一的信用价值核算体系，实现信用资产的标准化与可量化；3、计划于2026年（“十五五”规划元年）启动系统化培训，逐步实现“信用区域-信用城市-信用中国”的层级化建设蓝图。
To ensure the solid implementation of the project outcomes,the subsequent plan will be advanced in an orderly manner around three core priorities:Complete the compilation of the White Paper on the Credit Value Trading System,clarifying the credit standards,trading venues,and plans for establishing asset management institutions.Build a scientific and unified credit value accounting system under the framework of the China Credit Trading Center to achieve the standardization and quantifiability of credit assets.Launch systematic training in 2026,the first year of the 15th Five-Year Plan,and gradually realize the hierarchical development blueprint of"Credit-based Regions-Credit-based Cities-Credit-based China".
