近日，“一带一路”国际合作高峰论坛咨询委员会2026年会议在新疆乌鲁木齐举行。咨委会委员围绕“如何在变乱交织的国际形势下更加有力有效开展‘一带一路’国际合作”这一主题，就把握新机遇应对新挑战、深化互联互通等议题进行深入交流。在当前全球经济不确定性上升背景下，共建“一带一路”国家致力于互联互通、共同发展，开展互利互惠的国际合作，为世界注入团结、合作、共赢的正能量，在动荡世界中发挥了稳定器作用。
Recently,the 2026 Annual Meeting of the Advisory Council of the Belt and Road Forum for International Cooperation was held in Urumqi,Xinjiang.Centered on the theme of How to conduct more robust and effective international BRI cooperation amid an intertwined landscape of turbulence and changes in the international situation,council members held in-depth exchanges on seizing new opportunities to tackle emerging challenges and advancing connectivity cooperation.Against the backdrop of mounting uncertainties in the global economy,BRI participating countries commit to boosting connectivity and pursuing common development through mutually beneficial international cooperation.This injects positive momentum of solidarity,collaboration and win-win results into the world,serving as a stabilizer amid global volatility.
2013年，习近平主席开创性提出共建“一带一路”倡议，为世界提供了一项充满东方智慧的共同繁荣发展方案。在国际形势变乱交织的当下，共建“一带一路”倡议提出的独到性和前瞻性愈发凸显。咨委会委员高度评价共建“一带一路”的世界意义和时代价值，认为共建“一带一路”为世界经济提供了韧性和增长潜力。13年来，共建“一带一路”从中国倡议走向国际实践，已成为广受欢迎的国际公共产品。全球超过3/4的国家加入共建“一带一路”大家庭，开展合作项目超过4000个，项目投资金额超1万亿美元，用实打实的合作成果，铺就了造福世界的“发展带”、惠及各方的“幸福路”。
In 2013,President Xi Jinping pioneered the BRI,offering the world a blueprint for common development imbued with Eastern wisdom.At a time when global dynamics are fraught with turmoil and shifts,the originality and forward-looking nature of the BRI stand out more prominently than ever before.Council members spoke highly of the global significance and contemporary value of the Initiative,noting that it strengthens the resilience and growth potential of the world economy.Over the past 13 years,the BRI has evolved from a Chinese proposal into widespread international practice,emerging as a widely embraced global public good.More than three-quarters of countries worldwide have joined the BRI community,launching over 4,000 cooperative projects with total investment exceeding 1 trillion US dollars.Tangible cooperation achievements have built a development belt that delivers benefits to the whole world and a pathway of well-being shared by all partners.
在各方共同努力下，共建“一带一路”进入高质量发展新阶段，基础设施“硬联通”不断完善，规则标准“软联通”不断深化，共建国家人民“心联通”日趋紧密。中欧班列统一品牌10年来，年开行量增长10.8倍，为全球供应链稳定畅通提供坚实支撑；中企接手运营希腊比雷埃夫斯港10年来，昔日老旧港口从“地中海一角”走向“全球枢纽”；中老500千伏联网工程输电线路全线贯通，这条“电力高速路”为老挝发展注入充沛动能……从重大标志性工程到“小而美”的民生工程，一个个路、桥、港、园区、装备项目，带动中国技术、标准、设备走出去，更精准对接各国发展刚需、贴合民众民生期盼，让合作红利落地生根、惠及万家。
Thanks to concerted efforts from all stakeholders,BRI development has entered a new phase of high-quality growth.Hard connectivity in infrastructure has been steadily upgraded;soft connectivity in rules and standards has been continuously deepened;and people-to-people bonds among populations of participating countries have grown increasingly close.In the decade since the unified branding of the China Railway Express,its annual operation volume has surged 10.8 times,furnishing solid support for stable and unimpeded global supply chains.Over the ten years since Chinese enterprises took over the operation of the Port of Piraeus in Greece,this once dilapidated port has transformed from a marginal Mediterranean port into a global shipping hub.The full commissioning of power transmission lines for the China-Laos 500kV Interconnection Project has created an electricity expressway that fuels robust growth for Laos…Ranging from landmark flagship projects to small yet smart livelihood-focused initiatives,numerous roads,bridges,ports,industrial parks and equipment projects have helped Chinese technologies,standards and equipment go global.They precisely match the core development needs of various nations and respond to people’s aspirations for improved livelihoods,enabling cooperation dividends to take root and deliver tangible benefits to households across the globe.
面对越来越长的“世界问题单”，共建“一带一路”倡议提供了一种由“发展”破题的新思路，不仅为共建国家带去发展机遇，更为全球治理贡献中国智慧。当单边主义、保护主义、阵营化思维持续冲击多边国际秩序、撕裂全球合作格局，共建“一带一路”坚持共商共建共享原则，致力于增进各国政治互信、经济互融、人文互通，促进贸易投资自由化便利化。今年上半年，中国对共建“一带一路”国家进出口12.97万亿元，同比增长14.8%，占外贸总值的50.9%，充分彰显中国对外开放的决心坚定不移、大门越开越大。世界银行前常务副行长冯慧兰称赞：“中国主动搭建多边合作平台，提出解决方案，当下共建‘一带一路’已经成为全球维持开放经贸、技术转移的核心平台。”针对气候变化、公共卫生危机、数字治理失衡等全球性挑战，中国积极推动共建“一带一路”开展绿色低碳、数字经济、人工智能等领域面向未来的国际合作，携手各方共建绿色丝绸之路、健康丝绸之路、数字丝绸之路，为全球发展和治理不断擘画新蓝图、拓展新空间。
Faced with a lengthening list of global challenges,the BRI has proposed an innovative solution anchored in development.It not only unlocks development opportunities for participating nations but also contributes Chinese wisdom to global governance.While unilateralism,protectionism and bloc-based mindsets keep disrupting the multilateral international order and fragmenting global cooperation,the BRI adheres to the principle of extensive consultation,joint contribution and shared benefits,striving to strengthen political trust,economic integration and cultural exchanges between nations while facilitating liberalization and facilitation of trade and investment.In the first half of this year,China’s import and export volume with BRI partner countries reached 12.97 trillion yuan,a year-on-year increase of 14.8%and accounting for 50.9%of China’s total foreign trade volume.These figures fully demonstrate China’s unwavering resolve to expand opening-up and its commitment to opening its door wider to the world.Vivienne Kwong,former Managing Director of the World Bank,commented:“By proactively building multilateral cooperation platforms and proposing practical solutions,the BRI has become a core global platform for sustaining open economic and trade ties as well as technology transfer.”To address global challenges including climate change,public health crises and imbalanced digital governance,China actively promotes forward-looking BRI cooperation covering green low-carbon development,the digital economy and artificial intelligence.China works with all partners to build the Green Silk Road,Healthy Silk Road and Digital Silk Road,continuously drafting new blueprints and expanding new space for global development and governance.
